The word 'Kutta' is a 'gaali', if you analyze it then you may see that there's a pretty good reason for that. Out of all animals, dog is the most loyal one but it is also the only animal which does not have any self respect - You have a piece of bread and you can make a dog do anything for that.
Dignity is one of the biggest virtues in the society we live in, hence 'kutta' has become a 'gaali' which means that the person lacks self dignity and self respect.

I want to add in your thought : In ancient Egypt, dogs were thought of as being trustworthy and loyal, in the same way we do today .Dogs particularly good as household guards. Because of their sometimes fierce manner and their loud bark, they were inexpendable in police work, hunting expeditions and military operations Even the names of the dogs indicate what their masters thought of them: "worthy", " loyal", "trusty" .
now a days the dog has changed sir ji bcoz of humans have made them captive all the time and they been threatened by humans ,,,thats the reasons why a piece of bread change the mind of dog. I was talking about the ancient dog as the significance of the word is 4m ancient time .today lot many things have changed .
